Исправлены некоторые предметы dlc, которые не удалялись из старой версии контроллера скинов.

• Admins can now use the /skinbase and /skinitem command without needing to be building authed
• Added a list in the config where you can put skin ID's that cannot be reskinned. For example, if you have an AK with the Skin ID 1234 and that skin id "1234" is in the disallowed skin id's list, that item cannot be re-skinned.

• Fixed an issue with skin loading timing out
• Fixed an issue duplicating your manually added skins each time the plugin reloads

Benchmarked V2 vs V1 uses 10x or 1,000% less memory and takes 130x or 13,000% less time to load.
