Fixed adaption to WipeBlock plugin

The radius of the arena is constant 150 (temporarily)
Fixed a bug when the compound town & bandit camp attacked the player after returning from the tournament

• now works correctly with the plugin "StackModifier"
• players can now attach attachments to weapons in the normal way

- now works correctly with the plugin "Restore Upon Death" (but you have to check)
- added command for close registration UI
- fix bug, when after end time all time win blue team
