* Added OnStackSizeUpdated API Hook ( useful for plugins that cache max stackable sizes )
* This api addition will allow plugins to update their max stack caches by being notified after the UI Editor is closed.
* I noticed this problem when I was coding out a new plugin that I made where I cached max stacks for faster lookups..
