use startup commands plugin.open all and restart yours add pluginnames....and all work...

first open server.and install startupcommands plugin.and edit json file.add in the json your need restart plugin names.and server restart and all okay....

Перед установкой удалить lang и конфиг.
Проблем с запретом на постройку нет.
