Personal Marketplace - Update

Changed to universal chat commands

Commands can now use player name or SteamID

Added optional chat prefix (now configurable in config)

Changed default craft cost to reflect changes to new in-game Marketplace prefab (configurable)

Changed the custom SkinID of the hot bar icon for the new Marketplace prefab model (forgot to change it on the previous update, sorry!)

(The previous version will work fine, but the hot bar icon wont reflect the new Marketplace until you update)
